SARLAHI | In a landmark move for social transformation, Ward No. 3 (Jabdi) of Lalbandi Municipality in Sarlahi has been officially declared the world’s first “Dignified Menstruation-Friendly Ward.” The historic announcement was made during a press conference held in Lalbandi on Thursday, establishing menstruation as a core issue of human rights, social justice, and dignity.
This initiative adds a new dimension to the implementation of fundamental rights guaranteed by the Constitution of Nepal. Radha Pokharel, Chairperson of the Child Protection Organization (CPO), stated that the declaration is the result of long-term collaborative efforts between Lalbandi Municipality, the Radha Paudel Foundation (RPF), and CPO to eliminate menstrual discrimination. The ward now aims to institutionalize gender equality and social justice through this framework.
From Discrimination to Dignity
Prior to this intervention, the ward identified 36 different types of menstrual discrimination prevalent in the community. The declaration follows two years of intensive transformation programs conducted in partnership with the local government.
What changes after this declaration?
End of Discrimination: There will be no distinction in treatment between the five days of menstruation and the remaining 25 days of the month. Women’s participation in everything from household kitchens to social activities and decision-making will be fully dignified.
Access & Infrastructure: Schools and ward offices have ensured easy access to menstrual products (pads) and established facilitation systems to support individuals during their periods.
Environmental Sustainability: Promoting the “3P” Model (Person, Pouch, Planet), the initiative emphasizes eco-friendly, reusable menstrual products.
Legal Perspective: Menstrual discrimination is now recognized within the community as a violation of human rights and a form of domestic violence.
The local coordination committee has already institutionalized these changes by integrating them into local policies, annual plans, and budgetary processes.
Implementing the National Resolution
Garima Shah, Member of the National Assembly, highlighted that this achievement marks the practical success of the “Dignified Menstruation Resolution Proposal,” which was passed unanimously by the National Assembly under her leadership.
“It is a matter of great pride to see policies formulated in the hallowed halls of Parliament being implemented at the local level,” said MP Shah. “This serves as a roadmap for all other local levels across the country.”
Dr. Radha Paudel, a global activist and author on dignified menstruation, remarked that this declaration from Sarlahi carries a powerful message globally.
“Starting this campaign amidst the deep-rooted menstrual taboos in Madhesh teaches the world a new civilization,” Dr. Paudel stated. “I am confident that one day we will introduce Nepal to the world as a ‘Dignified Menstruation-Friendly Nation.'”
A Result of Systematic Effort
This milestone was not achieved overnight. For the past two years, the “Dignified Menstruation for Sexual and Reproductive Health Rights” project has been active in Wards 3, 9, and 10 of Lalbandi. The process involved: Forming coordination committees for institutional strengthening. Door-to-door awareness campaigns led by Female Community Health Volunteers (FCHVs). Peer-led education through school-based child clubs.
Lalbandi Municipality has expressed its commitment to expanding this initiative to other wards, aiming to establish Nepal as a global hub for the Dignified Menstruation movement.
